      As mentioned in https://issues.jboss.org/browse/THREESCALE-843

      Put a restriction/whitelist for policies which can be deployed to APIcast hosted. Then we can offer the full list of policies, and especially important custom policies (without which many legacy customers will not be able to migrate to APIcast)

      • Make built-in policies restricted for APIcast hosted available if customers selects APIcast self-managed
      • Allow custom policies for APIcast self-managed (to clarify, this applies both to SaaS and to on-premises).
