[REST] Endpoints for developer portal

      There exists this endpoints that are not available for public

      But we need to have some other endpoints to:

      • Make section not public -> internal
      • Create group (CRUD will be better)
      • Assign group to developers (developers to group)
      • Endpoint to allow or disable features for developer portal.
