[REST] Configure webhooks via rest

      There are missing REST endpoints to:

      • Set URL for notifications
      • Whether webhooks are enabled or disabled
      • Whether webhooks can be trigged by Dashboard actions
      • For which Actions and Components should be fired.

      It would be great if there are same functionality as in admin portal.

      Required for: AMP-11 Webhooks
