Currently the script that is used for downloading and installing Oracle libraries references minor version 19.6, see code.
On the Oracle Download page that our documentation references though the latest version is 19.16.
1. I assume we should use the latest version available
2. Probably need to request update for the documentation also, as currently if the user downloads anything other than 19.6, the installation script will still download 19.6 (so, it's pretty useless to download latest versions)
