When spam protection check fails on login the page layout is reverted to default

      1. On Developer Portal configurations, check Spam Protection as "Always"
        1. Go to the `Audience` option on the main menu
        2. Expand the `Developer Portal` on the left menu
        3. Under `Settings`, click on `Spam Protection`
        4. Choose the `Always` option on the main screen
      2. Create a custom layout for the Built-in page Login -> 'New'
      3. Visit Developer Portal
      4. Access the Login page
      5. Verify that the Login Page's matches your customized layout
      6. Fill the login form
      7. Don't respond to re-captcha's challenge
      8. Press Login
      9. Verify that Login's page now uses the 3scale default layout instead of customized one.

      Current behaviour

      When I use the builtin login page and Spam Protection marked as "Always" and I use a custom layout template for the Login -> New page I try to log in but fail the recaptcha check. After entering the correct credentials I am redirected to the same login page but with the default 3scale layout. See attached image for an example of the page after failed recaptcha check.       Expected behaviour

      When I use the builtin login page and Spam Protection marked as "Always" and I use a custom layout template for the Login -> New page I try to log in but fail the recaptcha check. After entering the correct credentials I am redirected to the same login page with my previously configured custom layout.

      Additional observations

      This behaviour is new because there didn't use to be a recpatcha on the login form so this is a regression caused by the solution to THREESCALE-6645
