Description

On the admin portal users (admins or members) can select notification preferences (e.g. doc https://access.redhat.com/documentation/en-us/red_hat_3scale_api_management/2.11/html-single/admin_portal_guide/index#notifications).

Customer are looking the equivalent for on the developer portal users. The users on the developer portal already has a SETTINGS page but there is no tab for setting Notifications.
