      Upgrade to ruby 2.7
      If we can go directly to ruby 3.1, we should close this issue and go directly to THREESCALE-9169

      @system-ruby am I correct in understanding that with the upgrade to rails 5.2, we can move to ruby 2.7 as well ?
      It seems the ruby 2.6 container image we are using is now End-of-Life.
