APICAST_SERVICES_LIST and APICAST_SERVICES_FILTER_BY_URL not filtering OIDC configurations

When APICAST_SERVICES_LIST or APICAST_SERVICES_FILTER_BY_URL are configured to filter some services out, the OIDC Issuer endpoints of the services that are not being loaded are still reached by APIcast to fetch their OIDC configuration.

The logs attached show service 5 being loaded and service 2 being filtered out, while both their OIDC endpoints are being processed.
