When I try to build image with oracle client libraries (https://access.redhat.com/documentation/en-us/red_hat_3scale_api_management/2.11/html/installing_3scale/setting-up-threescale-with-oracle-database), I am unable to do so as the build fails with:

Based on my investigation, this error emerged with the latest rebuild of the system image, right before the release of 2.11.1 and so made its way into the GA.
