Ability for RHOAM to update the version displayed in 3scale UI

    Description

      As part of continuous delivery to RHOAM initiative, we need to have the ability to display a 3scale release version that RHOAM could control. This is to minimize the customer impact by seeing the "pre-released" version number in the UI and getting confused looking for docs for that specific version as that might not be available until the "On-prem" release.
