Master tenant API key cannot trigger billing jobs

    Description

      Cannot create token that has billing permissions enabled.
      Cannot use `MASTER_ACCESS_TOKEN` because it has not correct permissions

      REQUEST:

      RESPONSE:

<error>Your access token does not have the correct permissions</error>

      This issue makes the api for triggering the billing jobs unusable.
