Following https://access.redhat.com/articles/6588231 we use a separated community Grafana Operator to deploy the dashboards for 3scale monitoring. The steps are fine. I can see the dashboards retrieving the 3scale metrics successfully. 

However, the community operator cannot recognize the GrafanaDashboards created by APIManager CR. It is always shown as  reconciling due to the GrafanaDashboards deployment not found.

Actually, those grafanaDashboards are already created by APIManager, but the grafana operator unable to find these, causing reconciling issue.

Env: 3scale 2.11 with OCP 4.9.4

grafana community operator: installed from OperatorHub 4.1.1
