Upgrade jquery-ui to 1.12.1 in admin portal

      In order to upgrade jquery-ui to 1.13 we need to:

      • Make sure to use jQuery 1.8+ (we have 3.5 installed, but we are not using it in Admin portal)
      • Check jQuery UI 1.13 release notes and upgrade guide
      • Update code where needed
      • Datepicker has breaking changes, see previous issue

      UPDATE: we have to stick to 1.12.1 because 1.13's datepicker is broken. New priority: replace with Patternfly datepicker.
