Use the bundle version supplied with RHEL 7 Images

      Currently we derive from ruby-23-rhel7 image for system/backend. Within that the bundle version is different to what upstream are using:

      sudo docker run -ti --entrypoint /bin/bash d25d3848020c
bash-4.2$ bundle version
Bundler version 1.10.6

      Can we consider switching to that version?
