Metrics: Service for 3scale operator is missing

tIn previous releases/builds there was a threescale-operator-metrics service, which alowed users to point prometheus to /metrics endpoint to gather metrics from the operator. such as 3scale_version_info defined in https://issues.redhat.com/browse/THREESCALE-4047

Now Service is missing so no straight forward way for customers to gather metrics directly from operator.

Monitoring deployed by operator is not creating PodMonitor for operator either.

DEV note: 3scale Operator 2.10 bundle include service for monitoring and servicemonitor. Instead of podmonitor, the fix will add a servicemonitor
