Role check policy should be documented as "always place before routing policy"

    Description

      Currently the Role Check policy doesn't work with APIaaP since the Routing policy is placed always first. With the fix THREESCALE-6428 the Role Check policy will work placed before APIcast + Routing policy.

      The request is to document that the Role Check Policy must be placed before APIcast.
