With this specific configuration Apicast is not able to save the configuration for services.
THREESCALE_DEPLOYMENT_ENV: staging APICAST_CONFIGURATION_LOADER: boot APICAST_CONFIGURATION_CACHE: <EMPTY>
It will return a error message:
