Add instructions on how to scale down system-app and other pods (disable routes) at the beginning of a system restore in order to prevent record creation.

      From THREESCALE-7557 via msorianod

      > There are some attributes in the APIManager CR that allow to set the number of pod replicas for their corresponding DCs(DeploymentController), allowing to scaleup/down.

      > See https://github.com/3scale/3scale-operator/blob/3scale-2.10.0-GA/doc/apimanager-reference.md for details. For example, for system-app DC, the `replicas` field https://github.com/3scale/3scale-operator/blob/3scale-2.10.0-GA/doc/apimanager-reference.md#systemappspec

      > Keep in mind that between 3scale versions the available fields might differ so review it for every version that you want to document.
