Steps to Reproduce:
- Create new service
- Switch to Istio
- Promote configuration

When promoting Istio service, it is only promoted into staging configuration but Istio (3scale Adapter) requires only production configuration and doesn't care about sandbox at all. Previously every way of promoting Istio service promoted the service straight to production.
