Update PostgreSQL image from RHEL7 to RHEL8 based

      The PostgreSQL image used for Zync and for System (when 3scale is deployed with the PostgreSQL setting) is being deprecated on December 2022 (https://access.redhat.com/support/policy/updates/rhscl-rhel7).

      RHEL8 based PostgreSQL will be deprecated on May 2024 (https://access.redhat.com/support/policy/updates/rhel8-app-streams-life-cycle).

      By updating the PostgreSQL image from RHEL7 to RHEL8 based the end of life will be later and we will also move to a rhel8 based image (newer).

      The templates upgrade procedure will also need to be updated to include the database upgrade
