Proxy config is not updated when the authentication method is changed

When the authentication method is changed the proxy_config object is not updated. This results in a failure to authenticate as the configuration is considered stale. The only way to override this behaviour is to manually update the staging and promote to production even though there are no configuration changes. This is not obvious nor intuitive to the end user.

Current behaviour

I change authentication mode from user_key to oidc. I expect the proxy_config object to be updated automatically or at least a message indicating that the configuration needs to be updated and promoted to production.
