[3scale][2.11][LO-prio] Improve list of Application plans in Application plans index page

User Story

As an API Provider, when I am browsing the list of available Application plans for a Product, I want them to be formatted in a paginated and filterable table in case many of them are available.

Requirements

Everything that is explained in the mockups, plus:

• Minimal implementation (Marvel)
  • the table is paginated, but keeps the current style
  • Application plans are sorted alphabetically 
• Ideal implementation (Marvel)
  • the table has PF4 style
  • Application plans are sorted alphabetically
