Currently, in both the Admin and Dev portal, there is no distinction between a 'pending' invoice for which a transaction never happened and a 'pending' invoice for which a transaction failed.

To improve the user experience of both Providers and Consumers we should add a 'failed' state for all invoices that were charged but the transaction failed.
