at the moment the documentation here https://access.redhat.com/documentation/en-us/red_hat_3scale_api_management/2.9/html/installing_3scale/configure-external-mysql-database#external-mysql-database-limitations states that when mysql is externalized, the user has to be 'root'
this is not really the case as we can see from the upstream doc here https://github.com/3scale/3scale-operator/blob/master/doc/apimanager-reference.md#system-database it just need to have admin rights
