We will make the 3DS2 work only with stripe_elements

The rolling update is enough to switch the account to the stripe elements form. So no changes on the customer side would be required.

Rolling this out does bring a risk to break customer's templates but that is a risk we will have to assume and our documentation clearly calls out any customizations could break in the future due to updates on our side.
