New tenant is automatic activated after creation without clicking on activate account

      1. Create new tenant  in master tenant
      2. Go to tenant details page and try to impersonate  them or enter his URL manually -> tenant is activated
      3. Go to Audience page in master tenant -> created tenant have Activate option

      When you  create new tenant in master tenant, new created  tenant is active from the beginning and can be impersonated before activating them.
