      1. Install 3scale 2.1 on-premises template from Red Hat rpm repository.
      2. Open /opt/amp/templates/amp.yml or amp-s3.yml

      The values of imagePullPolicy in 3scale 2.1 rpm package are Always.
      On the other hand, the values in 3scale github repository are IfNotPresent.
      It should be IfNotPresent to reduce network traffic.
