3scale backup/restore when system storage is configured with S3

    Description

      When system storage is configured to be S3, the backup/restore process will not take it into account. Just like external databases. The backup /restore management of s3 buckets is up to the customers.

      The backup/restore process should check system storage destination and avoid system storage backup/restore step when it is in s3.

      Make it clear in doc that content of s3 is not being managed by the operator when doing backup / restore.
