On the 3scale Admin Portal, the "Conditional" Policy can be added to the Policy Chain for an Integration. However, in order to use the conditional policy and add a policy chain with the condition, the User Interface does not allow for editing the policy chain.
E.G, a policy like this would not be possible to create from the User Interface:
