Product always show warning for outdated configuration

      1. Create product and add backend to it.
      2. try to update configuration 

    Description

      Product show warning in menu all the time even when staging configuration of product is updated.  Configuration is saved but promote button is still active. After change e.g. adding policy  and then promoting staging environment, promote button is still active and configuration shows warning.

       

      Show warning also with new created product which should work fine.
