Remove bubbles popovers

Remove inline popover helpers, known as "bubbles", for the following reasons:

• We have runtime errors in production because javascript can't find some bubbles, since the UI has changed some elements doesn't exist anymore.
• Content is outdated, it doesn't reflect the current UI and workflow we have in Porta
• UI is not PatternFly compliant (it reflects the old UI)
• It's legacy code (not PatternFly/React)

After removing Bubbles, we will need to create a new inline help solution, but this is going to be a new epic, where we should define the content and the places according to the current UI and use PatternFly.
