We only created the metrics in the database (see https://issues.redhat.com/browse/THREESCALE-590) for enhancements like this one
Recipients: MGDAPI will probably need those alerts, hooks, and reports to know the consumption of a provider over the MT API.

- Enable and verify that ReportTrafficWorker is working

- Re-enable alerts on master
- Re-enable webhooks on master
- Re-enable email on master when a limit is reached
