Purpose

On the version 2.2 of 3scale we decided to not enable those reporting.

We only created the metrics in the database (see https://issues.redhat.com/browse/THREESCALE-590) for enhancements like this one

Recipients: MGDAPI will probably need those alerts, hooks, and reports to know the consumption of a provider over the MT API.

Tasks

Enable and verify that ReportTrafficWorker is working

Make sure that limits and alerts are configurable for master
Re-enable alerts on master
