Currently, on a multi-az cluster, on the initial installation, 3Scale pods are redistributed across all available zones. When one of the zones fails, pods are being redistributed across the remaining available zones. When a zone recovers, pods are not redistributed and remain on the same nods as they are, leaving the recovered zone empty.
