The upgrade guide for both 2.7 and 2.8 in the section for upgrading system images imply that if you are NOT using Oracle you don't have to apply the amp-system image stream patch. When in fact the Oracle build will fail until you perform this patch due to the Dockerfile making reference to this tag before it exists.
