AFAIK, you don't need to be cluster-admin to invoke CRs, but the navigation documented asks you to navigate using UI that is only available to cluster-admin

starts with:

Click Catalog > Installed Operators.

AFAIK, that's only available to cluster-admin, but 

Click Operators > Installed Operators.

is available to all users..

Expanding on this issue, there are a number of other places in the docs that need to be updated to reflect the current UI navigation. The MR will fix these.
