Upgrade from 2.6 - 2.7 docs for Oracle image build are missing a step

When upgrading from 2.6 to 2.7 and using Oracle DB the docs call out steps 1, 2, 4, and 8 specifically in the oracle build process.

However it looks like a new step was added to the oracle build process so it should now be 1, 2, 4, 8 and 9.
