Can't create service with backend_version 'oidc' through API

    Description

      When trying to create a service with backend_version=oidc, the response is:

      <errors><error>Backend version is not included in the list</error></errors>

      It is documented (see attached service_create.png), so it should work.

      When the service is already created, Service Update using backend_version=oidc works as expected.
