Migrate 3scale-operator to new image bundle format

    Description

      Migration to new operator bundle format image has to be performed in order to be able to release the operator in OpenShift 4.6.

      When performing the migration, legacy format backport auto-conversion will have to be configured and enabled so the operator is released using the old images format for OCP versions < 4.6
