Currently in the admin portal when I create a new user (member) and provide that user with access to Developer Accounts – Applications the system provides both read & write access (ie the user can make changes)

Example stories:

• As an administrator, I should be able to create a member user who has read-only access to the admin portal.

• As a member user, I should only have read-only access to any services or applications I've been granted access too.

• As a member user with "read-only" access, I should be still able to manage my own personal Settings and generate access tokens (limited to read-only)
