This article https://access.redhat.com/documentation/en-us/red_hat_3scale/2.saas/html-single/deployment_options/index#apicast-soap only works with Nginx downloadable files (not with current APIcast) which is not available for new customers already, so it should be removed from product documentation (from all versions: SaaS, 2.0, 2.1).
