Add a reference to the 3scale Istio adapter docs from somewhere in 3scale docs

amackenz@redhat.com suggested adding a reference to the 3scale Istio adapter docs somewhere in the 3scale documentation, so that users are aware of its existence and know where to find the doc for it.

Not sure where best to put such a reference. Install guide? Release notes? We can discuss.
