Additional APIcast Policy: Upstream Load Balancing

The request is to implement a new policy to enable round robin load balancing of a set of different upstream servers.
In the policy configuration each rule would consist of a URL. The requests to the Service would be distributed to each upstream in turn, repeatedly.
