In the API life cycle, an API Owner role should be able to create Products and Backends, but not be allowed to change system configuration such as SSO or manage Admin console users. Right now only an Admin user (all access) can do these tasks. This request is to create a new permission set that allows a Member to act as an API Owner that cannot only view and edit existing Product and Backend configuration but can add new Products and Backends in the system.

The current workaround is to make an API owner an Admin. Customers are not comfortable with giving these types of users "all-access".
