additional operations and conditions in policies

At the moment, unless I missed something in the documentation the following use cases cannot be mapped (easily):

• header is null
• header is absent (or present)
• header value is greater (smaller or equal) than a certain value

This would be particularly useful in the case of Conditional Policy

Other operands that could be useful:

• value starts with
• value ends with
• value matches a regex
