APIs in a Master account have always had a very limited functionality. (And it is questionable if we should have an api section at all for the master account for which i will open a separate issue).

This issue is about keeping the behavior in 2.7 in line with 2.6 where there is a single API without an integration section. Therefore it follows that Backends should not be shown at all in a master account.
