Upgrade 2.3 to 2.4 should create system-database secrets

    Description

      The upgrade steps from 2.3 to 2.4 do not instruct the user to create the system-database secrets included in the 2.4 template.

      This becomes a problem when updating to 2.5 and the user is instructed to make changes to this secret but it does not exist.
