In the upgrade steps there are 2 paragraph that needs to be inverted in order because the way they are right now is not logical:

paragraph 1 and 2

User is first asked to delete all routes and then he is asked to log into 3scale admin or use APIs to change the deployment option (which clearly is not possible if you have deleted the routes before).
