Duplicate accounts created in Red Hat 3scale with Red Hat Single Sign On integration

Configuration
The development portal is setup with single sign on enabled. The provider is Red Hat Single Sign On.

Observed Behavior
When a user navigates to the development portal for the first time a new account and a new user is created with 3scale even when there is an existing account (same name) in place.

Expected Behavior
When a user navigates to the development portal for the first time a new account is created if one does not exist with the same name The existing account will be used otherwise. A new user is created and assigned to the account.
