Remove docker-compose.mk

      We no longer need `docker-compose.mk` in porta. We can remove it as previously done in https://github.com/3scale/porta/pull/908 and later re-added by https://github.com/3scale/porta/pull/1073. However, we first need to make sure https://github.com/3scale/porta/blob/1ffee4935d9ffb1a2bd025c540f7bca7141531a3/openshift/system/Makefile#L26 does not depend on it anymore.
      Include contents of this file in the Makefile.
