prometheus should be in separated chapter

      1. Now documentation for Prometheus metrics is in chapter about Apicast Policies.
      I think it should be moved to separated section.
      Some metrics depend on Batcher policy as it is already written in doc.

      2. Link to https://docs.openshift.com/container-platform/3.11/install_config/cluster_metrics.html#openshift-prometheus is wrong because Apicast cannot report metrics to Prometheus instance deployed in OpenShift. User should deploy own instance of Prometheus.
